The Preamble to the Constitution of the United States begins: “We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.” (Read the Presidential Proclamation: Constitution Week.)

The first 10 amendments to the United States Constitution comprise the Bill of Rights. Passed by Congress on September 25, 1789, these God-bestowed civil rights (that are “self-evident truths,” that “provide for the common defence,” are “the Blessings of Liberty,” and are “unalienable Rights” endowed by our Creator) place strict limitations on government power over American citizens.
