So says the 224-page Presidential Religious Liberty Commission Report: Americans’ First Freedom published June 26, 2026 that identifies emerging threats to religious liberty, and makes recommendations for upholding “Federal laws that protect all citizens’ full participation in a pluralistic democracy, and protect the free exercise of religion.”

Interview With Active Shooter Incident Expert, Lt. Col. Ed Monk

SemperVerus interviewed Ed Monk, retired Army officer, former schoolteacher, law enforcement officer and firearms trainer, and author of First 30 Seconds: The Active Shooter Problem.

What led you to conduct your extensive research and write the book, First 30 Seconds?
I started researching the Active Shooter problem because of my transition from the Army to public education. In August of 2007, I retired from the Army after 24 years of active duty and 15 months after returning from duty in Iraq. I was an Armor officer, so I served mostly in units with tanks. Planning for, analyzing, and wargaming violence was my job.

The Increasing Threat of Drones to Church Security

He says, “Drones are rapidly becoming more advanced and accessible, offering anyone with modest means the ability to observe, scout, and even disrupt events from above. While drones can be tools for security, their misuse poses serious risks, particularly for places of worship.”

“Drones are one of the biggest ways that people who want to conduct adversarial attacks can effectuate them cheaply and from a distance, and with not much planning,” says FBI Director ‌Kash Patel.

Graves suggests drones can be used by lone-wolf attackers or trained terrorist gangs as tools for reconnaissance in three ways:

What are your recommendations for church security team members for crowd control and threat management based on the White House Correspondents Association Dinner shooting?
They’re actually very different kinds of incidents. The WHCA Dinner is venue security and executive protection which is very different than church safety. A church safety team functions best as part of hospitality and caregiving, not as security.

What are some of the lessons ASP teaches in its “Self-Defense and the Way of Jesus” presentation?
It’s a multi-hour presentation, but our focus is on spiritual fitness first and foremost and developing a warm, growing, healthy relationship with Jesus as the core of our being. Self-defense as a principle is part of that, but of course, we need to consider use of force and deadly force in light of the person and work of Jesus on our behalf and on behalf of someone who threatens us. So, minimizing force, being a good, sane, sober, moral, prudent person, honoring the image of God in each person, and also having the emotional and spiritual stability to set and enforce healthy boundaries is the core of the message.
